SERVICES AND FUNCTIONS PROVIDED BY THE
VILLAGE OF MAYVILLE, NEW YORK
The Village of
Mayville offers
many traditional, and some not so traditional, local government
services. Most transactions will be made
directly with the
Village Clerk's Office at the corner of South Erie and West Chautauqua
Streets. The office is open Monday
through Friday from 8:00 a.m. until 5:00 p.m., excluding legal holidays. Staff is always available throughout lunch
time in order to better serve those individuals desiring to transact
business
during that time of day. Telephoning for
all services is quite simple and can be accomplished with a single
telephone
number, (716) 753-2125. The Department
of Public Works can be reached at a separate number, (716) 753-2013,
which, if
unanswered after a few rings, will be answered at the Clerk's Office,
again an
added convenience. Emergency after-hours
calls should be directed to (716) 753-2013 which also rings at the
Public Works
Superintendent's home and may be attended by an automatic answering
machine at
times. Any questions that you may have
regarding the operations of the Village of Mayville are welcomed at the
Clerk's
Office. The Board of Trustees meets at 7:00 PM (6:00 PM work session)
on the
second Tuesday of each month.
ELECTRIC DEPARTMENT
The Village of
Mayville owns and
operates it's own electric distribution system, and has done so
since
1896. Municipal ownership translates to
a substantial savings to our customers (National Grid customers
typically pay
three times as much). Maintenance to the
system and customer billing is done entirely with Village staff. Bill processing amounts to over 13,200
customer transactions yearly. The
electric department operates entirely from it's own revenues and helps
to keep
tax rates lower by paying an "in lieu of taxes" contribution to the
General Fund. Power is purchased from
the New York Power Authority, who is the regulatory agency. The Village purchases approximately 30
million kilowatt-hours of power annually.
Street lighting is provided and is chargeable to the Village's
General
Fund. Contact the Village Clerk’s Office to initiate or terminate
electric
service.
WATER DEPARTMENT
Residents of Mayville
enjoy water
that is sparkling clear and some of the finest drinking water in the
State. The system is operated similarly
to the Electric Department and operates "stand-alone" with no
financial assistance from tax monies.
Again, all maintenance and customer billing is done by Village
staff.
Bill processing amounts to over 3,400 customer transactions annually. 80 million gallons of water are pumped each
year. The residents benefit from a fire
hydrant system installed throughout the Village. Contact the Village
Clerk’s
office to initiate or terminate water service.
STREETS AND SIDEWALKS
Department of Public
Works crews
are responsible for Village streets maintenance. This
work includes paving, sealing, grading,
sweeping, street signs, drainage and storm sewers, tree and brush
removal,
roadside mowing, sidewalk repairs, snow and ice removal, crosswalk and
parking
stall painting, leaf and lawn waste collection and other routine
maintenance.
FIRE AND RESCUE
Fire protection and
emergency
rescue services are provided by members of the volunteer fire
department. The Village provides funding
to keep a fully
equipped fleet of fire trucks and rescue vehicles in service. In addition to providing operating funds, the
Village also provides administrative services and liability/property
insurance
for the department.
BUILDINGS AND GROUNDS
Department of Public
Works crews
provide routine maintenance to all Village-owned facilities and provide
lawn
care to many acres of Village property.
PARKS AND RECREATION
Mayville residents
have the use
of one of the finest parks available along the beautiful shores of
Chautauqua
Lake. Mayville Lakeside Park is equipped
with boat launch facilities, bathhouse facility with outdoor shower,
gazebo,
picnic pavilion, outdoor picnicking, barbecue grills, playground,
lighted
tennis courts and basketball court, softball diamond with backstop and
bleachers, swimming beach with certified lifeguards, and a parking lot
adequate
to accommodate many cars. Three public
docks are provided - one for swimming, one for boat launching and one
for
short-term dockage and fishing.
Reservations for picnic tables and pavilion use are provided
through the
Village Clerk's Office. Additionally,
the Clerk handles concession agreement contracts for various groups
desiring to
utilize the park's facilities, such as for the Independence Day
celebration,
and maintains contracts for leased boat dock spaces.
Admission to Mayville Lakeside Park is free.
The Village also operates Gravit Field which
has two ball diamonds, backstops, bleachers, dugouts and equipment
storage
room.
The Village is
sponsoring agency
in a joint youth recreation program operating two programs - one at
Chautauqua
Lake Central School during the winter months, and another at Mayville
Lakeside
Park during the summer. All staffing is
administered by the Village.
CEMETERY
A Village-owned
cemetery is
maintained entirely by the Department of Public Works.
Records for the cemetery are maintained by
the Village Clerk who also is responsible for selling cemetery plots
and
issuing deeds to owners of plots.
Foundations for monuments and grave opening and closing is done
by DPW
personnel. Fees for services are collected
by the Clerk's office.
SOLID WASTE AND
RECYCLING
Curbside pickup of
household
garbage and trash is done once a week (Monday) by Department of Public
Works
crews. Residents purchase specially
marked bags for this purpose. The cost
of the bag covers the expense to maintain the trash collection truck,
pay
employee wages and cover tipping fees at the County landfill. Bags are sold at the Village Clerk's
Office,
the Village's Recycling Center as well as at one retail store in the
Village. Taxes are not used for garbage
collection and disposal.
A drive-through
recycling center
is operated by the Village two days a week (Friday and Saturday) and is
open
from 9:00 a.m. until 3:00 p.m. Residents
can take recyclable materials to the center during these times. A small fee is charged for selected items,
but most recyclables are accepted at no cost.
In addition, residents may drop off household trash (in the
specially
marked bags) giving them the opportunity to dispose of these materials
a total
of three days each week. Solid waste and
recycling regulations are available at the Clerk's Office.
BUILDING
INSPECTOR/ZONING
A building inspector
performs the
dual function of enforcing the New York State Uniform Fire and Building
Code as
well as serving as the Zoning Officer for the Village.
Building and demolition permits are issued by
this officer. Hours: M-F, 9 AM - Noon.
DOG CONTROL
The Village
has a part-time dog control officer. Contact the Village Office with
dog complaints.
POLICE PROTECTION
The Village abolished
their own
police force in 1976 in order to control costs. The Chautauqua County
Sheriff’s
Department can be contacted for most any law enforcement issue that may
arise,
including parking, speeding, curfew, disorderly subjects and civil
matters.
FUNCTIONS OF VILLAGE
CLERK'S OFFICE
In addition to
providing services
already mentioned, the Village Clerk's Office is responsible for some
of the
following:
Contact with elected
Village officials.
The
Village Clerk is the Clerk to the Board of Trustees.
Residents can address concerns, either orally
or in writing, through the Village Clerk.
Records management.
The Village Clerk is Records
Management Officer for documents belonging to the Village.
Copies of various documents may be viewed, or
purchased for a modest fee, such as minutes of Board meetings, various
legal notices,
budget and financial data, and other general correspondence relating to
the
operation of the Village. Various notices are posted and sent to the
Post
Journal as required by law. Copies of minutes are also sent to Mayville
Library.
Handicapped parking
permits. The Village
Clerk issues New York State Handicapped parking permits to qualified
Village
residents.
Village Elections.
The Village Clerk is
responsible for overseeing all Village elections and is in charge of
posting
all legal notices and maintaining a polling place for voters.
Registrar of Vital
Statistics.
The Village
Clerk is appointed to serve in the capacity of Registrar of Vital
Statistics
and is responsible for filing and recording all births and deaths
occurring
within the Village. The Clerk issues
certified copies of these documents for a fee prescribed by the State
of New
York. The Clerk's office often assists
individuals in genealogical searches.
Financial Operations.
The Village Treasurer is
responsible for the financial operations of the Village.
Numerous checking and savings accounts are
maintained for the various funds which may not be commingled. The Treasurer maintains an up to date set of
books on all finances of the Village in accordance with the New York
State
Department of Audit and Control as well as the New York Power Authority. Funds coming into the office are deposited
with the bank on a daily basis and include, among other sources,
revenues from
electric and water customers as well as real property taxes. The Treasurer functions as tax collector for
the Village. Payroll for approximately
50 part and full time employees is done by the Treasurer.
Continuing Property Records and Inventory
accounting of all Electric Department materials and supplies are
maintained. Fixed Assets accounting
for all other
departments is also kept. Annual
year-end reports are prepared by the Treasurer.
Community Building.
The Community Building's
meeting hall/auditorium is available for use by non-profit groups and
individuals at no cost. Reservations are
made at the Village Clerk's Office.
Materials and
equipment bids.
Various
purchases require competitive bidding in order to comply with State law. The Village Clerk prepares bid
specifications, bid documents and legal advertising to meet these
requirements. Bid results are tabulated,
reviewed and given to the Board of Trustees for rejection or award of
the bid.
Civil Service and
Employee Benefits.
The Clerk
files required civil service and payroll certification forms with the
Chautauqua County Department of Personnel.
Fringe benefits for Village employees are administered by the
Clerk's
Office.
Customer Service.
Electric, Water and Real
Property Tax billing account for over 17,500 customer transactions
annually. Additionally, inquiries on
utility and tax billings are made by customers and realtors every day. Billing and payment history is maintained on
each customer's account for several years.
General Information
Center. Being in the
center of the Village, the Clerk's office is called upon daily, both by
telephone and walk in, to offer assistance to individuals needing
general
information about many Village as well as non-Village matters. The Staff is often called upon to provide a
vast amount of tourist information and motorist directions. While the
office
does not have the staff or resources to provide in-depth information,
individuals are usually directed to the proper organization who can
then
provide further information.
